This seems a bit odd, since Title 26 United States Code, the law 
requiring you to pay, is on the internet, available through your 
computer or your public library.

The requirement to pay is quite close to the top.

Of course, the law does presuppose that you are literate in English and 
can handle a section of text in which many words have normal English 
meanings and others are terms of art with exact meanings specified in 
the law. That's why the English language has the phrase 'term of art', 
after all.
