The founders were aristocrats. When the first House of
Representatives was elected only about 2% of the population were
allowed to vote. The founders did not intend for voting to be
universal and less than 100 men were elidgeable to vote in 1788 when
Washington was elected. Even today if the method of electing a POTUS
was what the founders intended only 538 people would be casting a
ballot for POTUS. The fact is that 538 people vote for the POTUS and
VPOTUS. Everyone else who goes to the polls is really casting a
ballot for who they what electors in their state or district to vote
for. Hamilton might not have a problem with the Speaker of the House
traveling by private plane at taxpayer expense.
