Now you stretch the definition of "restoring" to mean
"punishing". To "punish" is to "blame". In light of that, you are
not blaming the cause.

 No migrants "stealing" from me or "violating my rights", unless
 you are talking about unfair govt policies. If so, your
 definitions are stretched, and your blaming is misplaced. Blame
 the cause; not the effect. 
 
 The govt policy of prohibition causes lots of people to steal,
 and it's real stealing. What's the better solution: blame the
 addict, or blame the govt policy?
 
 It's all in the proper identification of the culprit.
