The government that the FFs set up was very much an anarchist (self rule
or self governing) government, IMHO, at least that was what some of the
FFs hoped it would be. It was designed for very limited functions,
mainly that of defense and arbitration (regulation of commerce inside
the territory as its purview was probably a bad idea, and may have been
put their as a fatal flaw, at least the way it was written). People were
suppose to be left along to self govern (anarchy or cooperation), until
there was a problem with one party waging war on another (or the
perceived of such), which then the government was suppose to kick in its
arbitration parties to mediate the dispute between the parties, if one
of them (or its agent) brought the complaint against an act of war to
the arbitration power. History is one big example of some people
gone wild and waging war on others.
