I agree that there is a separation of country and government, and
that one should not confuse the two. But since I was citing the
"US" for "legislating", I figured it was obvious that it was
short for "US government"; because technically the country can
not legislate. 

Beyond that, the US government is the world leader of the
prohibitionist movement, and actually pressures other countries
to align/comply. So I'm pretty sure you are not saying that it
would not be good to blame the "US government" for prohibition -
especially when the context is new "US government" measures to
escalate the drug war.

Correct, but I would change one thing in your commentary:
Replace "The US" with "Most governments."  The US government is
the same as almost all others on drugs.  We need not make this an
anti-American position.
