Of course that's the point that's often debated (too often IMO).
Obviously, "the optimal environment for individual liberty" is
the least ("initiated", etc) aggression. So since the underlying
principle is the least aggression, the philosophy that uses more
aggression would technically be the less Libertarian. But I only
argue that as a technicality, since I don't view it as a
significant difference at this point in time.

My point (and perhaps that of Bruce) is that limited government
supporters are not any less libertarian than anarchists.  We just
have different views on the best way to achieve the optimal
environment for individual liberty.
