eBay proves you wrong. It is a perfect example of large-scale,
reputation-based commerce that has been extremely successful.

Through the use of a sophisticated ratings system, fraud is kept to an
absolute minimum on that website. If anything, legal protections
actually increase the chance for fraud because they provide a false
sense of security for the average consumer. 

Those who become dependent on Government to protect them tend to let
down their guard, which makes them prime targets for fraud.
