A conservative friend of mine at work suggested a good move would be
if the federal government did away with witholdings. He has enough
depedents he doesn't pay any federal inciome tax anyway but he still
would have to write a check at the end of the year for 7.5% of his
wages which would be over 2000
dollars.
Still the median family income is around 60,000 a year so even a
conservative 20% total in personal income and payroll taxes and the
family would write a lump sum check for 12,000 dollars or above if at
or above the median income. Even at 40,000 and a 15% rate the check
would be for 6,000
dollars.
The property tax is the mosted hated tax in AMerica more than
40% say its the most unreasonable unfair tax, a sizeable percentage
over other taxes but in the vast majority of local areas around the
country property tax is very low compared to the federal income and
payroll taxes the average homeowner
pays.
The fact that a family would lose their home if they don't pay
their property tax is one key factor many Americans correctly see
that as extermly unfair, cruel and unAmerican but paying that average
of 700 to 2,000 a year in one lump sum is also a major factor in
hating the
tax.

I think libertarians, conservative and blue dog democrats for
the most part can get behind calling for the elimnation of federal
witholding
taxes.
Some super law and order types such as some of the writers for
Forbes magazine might be against this because they know many people
will not save enough money and just will not bother paying their
taxes.

It would be a job selling it to many taxpayers because many have
come to look on the tax refund as a savings account but I think most
of these people could be
sold.
The government will of course complain about not having revenue
flowing in during the first year but payment can be staggered by
region or first letter in last name of
taxpayers.
Ideally it would if the tax was payed every two years in the
October leading up to the election with Congressional staff
collecting the payment in person and required to say the following
with a smile " Hi I'm here for Congress Person so and so to take your
money away from you so hand over your check".
