Where I think the deception is mostly with the banks is with checking 
account depositors. I think by state law( not federal) they should 
have to disclose to each customer the fact they the bank lends out 
money in checking accounts and tell each customer how much actual 
cash they keep on hand.                                            
   States have the constitutional authority to do the above if their 
state constitution allows for it and they should require the banks to
