This is the standard "threaten the hostages" modus operandi of government
bureaucrats. When voters finally pass referenda demanding tax or spending
cuts, they always threaten that they will close schools, and police and fire
stations.  Not that they will cut administrative bureaucracies and other
completely ridiculous programs.
