At this point it doesn't really matter where, just some place that doesn't give the US government power to freeze your account or let the court systems get access to it (in case your sued and your accounts are frozen leaving you no access to pay legal fees). IF you follow US law and you have more than 10k in those international accounts along with signature authority, you'll still have to fill out an annual form with the US government unless you hold your international reserves in gold or any non-currency.
