You may not know us yet, but my friends and I have just come up with a terrific plan for your future! It's called a constitution, and it was written by men who are much smarter and better educated than you are. Regrettably, because we can't figure out how to make the plan work unless everyone in the area participates, you are now obligated to obey it, and so are your children, forever! And if, for some strange reason, our plan ever starts to fall apart then you must be culturally defective! That's the only possible explanation.
