If Elected Governor, Sam Sloan will abolish All Rent Control Laws

If elected Governor, I will abolish rent control, which has strangled
the economic development of the city.

I will have the ability to abolish Rent Control, because it has to be
renewed every few years.

The only large city in America with this kind of rent control is New
York City. Other cities have vacancy de-control. When the tenant dies
or moves out, the apartment goes back on the free market. However, in
New York City, when the tenant dies or moves out, the landlord can
only raise the rent for the next tenant a small percentage. Also, when
the tenant dies, his relatives or his gay partner can move in and
claim to have inherited the low-rent apartment. Many apartments have
passed from generation to generation for the last 67 years since rent
control started in 1943.

In New York State, most upstate assemblymen are Republicans and are
opposed to rent control. In New York City, the Democrats are in
control and they wish to expand rent control. There is right now
legislation pending to restore Rent Control to a hundred thousand New
York City apartments that have been de-controlled in recent years.
This is because the Democrats now control the New York State
Legislature, but only by a bare margin. Fortunately, the recent New
York governors have had personal problems with girls and thus their
measures to bring in more rent control have not yet passed.

"What", you say, "about homelessness, because if rent control is
abolished, rents will skyrocket, elderly people will be thrown on the
street and children will be destitute."

Not only is this not true, but it applies to few people. In order to
be rent controlled, an apartment must have been continuously occupied
by the same people since before July 1, 1971, which is 39 years ago.
Also, rent control does not apply to public housing projects. The area
which is most affected by Rent Control is the Upper East Side of
Manhattan. That is where the rich people, the fat cats live in their
luxury three-bedroom apartments for which they pay only $185 per
month. You ask, "How did they get to be so rich." The answer: They got
rich because, for the past 39 years, they have been living virtually
rent free.

Rent Control has been a big fraud. It does not help the people is
claims to help. It depresses property values throughout the city. New
York City has the most restrictive Rent Control Laws in the USA. In
other cities like San Francisco, the unit is decontrolled once the
tenant moves out. This is called “vacancy decontrol”. Only in New York
City, if the tenant moves out, the landlord must charge the new tenant
not more than the previous tenant's rent, plus 10%.

Many people fear the abolition of rent control believing that it will
cause out rents to go sky-high. This is not true. To the contrary, the
abolition of rent control will cause rents to go down. This is because
Rent Control has caused the illegal “warehousing” of apartments. When
a tenant dies or moves out, the landlord is often unwilling to rent
the unit to a new tenant because under the rules of the Rent
Guidelines Board he can only raise the rent about 10%. Because costs
have been skyrocketing, the landlord will have to rent the apartment
at a rent lower than what he pays for heat and hot water. Those of us
who have been complaining about a lack of heat in out apartments must
learn to understand: Your landlord does not give you heat because your
rent is so low he will go bankrupt.

An estimated 15-20% of all New York City apartments are “warehoused”.
These apartments have been left vacant by the landlord because the
legal rent he can charge is less than the cost of providing heat and
hot water to the apartment. If Rent Control is abolished, all these
vacant warehoused apartments will come back on the free market and the
overall rents will go down.

There is one way to make your landlord happy. That it to die, so that
he will not have to support you, unless your relatives or gay partners
move in and claim to have inherited your apartment. Gay Rights laws
have passed so that a gay can inherit the rent controlled apartment of
his deceased lover.

This is not a joke. Every year in New York City, a few landlords kill
their tenants and a few tenants kill their landlords, because of Rent
Control.

Abolish Rent Control Today and stop the killing.

Disclosure: Sam Sloan is not a landlord. Sam Sloan is a tenant living
in a rent stabilized apartment for which he pays far less than the
market rent due to the rent stabilization laws. 25% of the apartments
in the apartment building in which Sam Sloan lives are vacant and
warehoused because the landlord is not allowed to charge market rent
for those apartments.
