I think the question Gary is asking is something like this:

In California Medical Marijuana is now legal. I have a friend who has cancer
and therefore has a license to buy and smoke Medical marijuana. He can
legally go to the marijuana store and buy it. However it costs $425 an ounce
at the marijuana store, so he buys the illegal stuff at the bargain basement
price of only $325 an ounce.

However, marijuana is still a federal crime. The question is: If a DEA
official tries to arrest the operator of a state licensed Marijuana store,
will I as Governor direct the local police to arrest the DEA official.

This is a tough question, but I am afraid the answer is: We already fought a
war over this issue. It is called the Civil War. Sad to relate, my side lost
the war, because I am originally from Virginia.
