Indeed you DO have to wait until someone does harm before punishment. Or are 
you the Red Queen? Punishment first, crime afterward!

The way to prevent bad behavior is to punish people with deterrence, not to 
make criminals out of 100 million people because some of them might do some 
damage. When someone does harm, make an example of him to deter others.

If there is clear and imminent danger of harm, such as reckless endangerment, 
you may step in before someone actually gets hurt.

      Yes, I do. A driving license is a privilege, not a constitutional

right. Occasionally I happen to ride with somebody who has had a drink

or two and they are very bad drivers. We should not have to wait until

they actually kill somebody, as they eventually will, before we take

away their right to drive.
