        I would add only a small mod to the second suggestion above, and that would be to pass the salt water through a narrow passage, the external surface of which is flat black to maximize the absorption of solar radiation. That would serve to significantly raise the temperature of the water, as opposed to exposing it to light only

        Then I would pass the condensed potable water through the same process, followed by passing that heated potable water through a sub-layer passage (running in the opposite direction) directly under the salt water passage in order to maximize the heat transfer to the salt water, prior to collecting it (potable water) for cooling.

        So, basically, you heat the saltwater, cause it to evaporate, condense it, heat it one more time, pass it under the incoming saltwater to produce a maximal heat transfer to the saltwater, and the incoming saltwater at the end of the run cools the potable water through the heat transfer process at the end of the run.

        In the matter of the first suggestion, I'd employ a wind farm augmented with solar panels to ensure a somewhat constant source of power to move the seawater.
