Actually, being a Citizen of the Union is not the same
thing as being a "US citizen." The IRS and others have
deliberately blurred the distinction, but since about
the time of the Civil War there have been two classes
of citizenship. A US citizen is a Federal subject - a
category that you don't automatically fall into by
being born within the borders of a US state. In the
Constitution, you notice, the term "United States"
refers to the Federal government and the facilities
and territory that it directly controls, as opposed to
the "several States" of which freeborn Americans are
citizens. Most of us have been suckered into the
System by declaring on various forms, in good faith
and total ignorance, that we are "US citizens."
Gotcha!

So getting out from under the IRS does not require
giving up your birthright, but reclaiming it instead.
There is a lot of conflicting opinion regarding how to
go about that, however.
