libev 3.0 has just been released.

Changes include:
- the API/ABI/version has been bumped to 3.0 due to the abi change
introduced for ev_child (and the decision to keep all three versions
in sync).
- a race that would delay signal delivery in the child to after a loop
run has been fixed.
- ev_child watchers now can be configured to not return tracing events
(only detah events).
- ev++.h has an undocumented (and experimental) loop abstraction.
- the combined libevent+libev tarball uses version 1.4.1-beta of libevent.
