[Libevent-users] arc4_addrandom solaris

hi,

solaris 11 lacks arc4_addrandom but since it has the others the
buildsystem assumes it has that one, too.
a simple fix is to edit evutil_rand.c as if we wouldn't have the
arc4random stuff at all so that the included version gets built.
a check for that should be added to the buildsystem.

this goes for 2.0.x as well as 2.1.x.
