Yes. In fact, we must since there may be other tests running in parallel, or simply an NBD server already sitting on a port. Plus allocating non-conflicting TCP ports in a race-free way is very hard. Note that nbdkit's --run parameter defines "$uri" so you don't have to make the URI yourself.
