There is only one functional change relative to 3.1.0 (a libjpeg API
hardening fix.) However, there are some additional "behind the scenes"
changes involving the build, packaging, and CI systems, including:
- Moving Windows CI builds from AppVeyor to GitHub Actions
- Notarization of the macOS/iOS SDK packages (to prevent a Gatekeeper
warning with recent macOS releases)
- An official Windows/Arm64 package
