No idea. For starters, you're building 2.0 beta1, which ceased being supported when 2.0.0 was released. I don't have Visual Studio 2017, but I just tried your settings with Visual Studio 2010 and couldn't reproduce any problems. It would help if you examined the verbose output of ctest and posted example output from a test that failed. It is impossible to know why the tests are failing without seeing that output.
