Yes, indeed it is related to Windows. You didn't mention in your post
what system you use.

It depends on how big it is.
If it's more than 10MB, then I would suggest to put it somewhere
on HTTP or FTP server.
If you don't have your own server, push it to my public FTP:

Hostname: ftp.loskot.net
Username: g...@loskot.net
Password: gdal2007
