I have just checked in a small change to the DofMap that will report the [first,last) local degree of freedom indices for a specified variable.
It will only work when the hackish --node_major_dofs is not specified, which should not be a problem for anyone except me. It could easily be extended to return equivalent information for any requested processor ID, but I can't think of when you might want that...
