I think it's too much waste, but I'm not going to complain if I'm
outvoted, not if you're also adding a good interface to override the
default.

It's not?  Gaah, I think you're right, we always set that on the
command line, don't we?  Yes, please add an accessor.  For that
matter, as long as you're fixing shameful command-line-only interfaces
in dof_map.C, there's also "--node_major_dofs" in there somewhere.
