Yes.  The parallel sum is only used in that debug/devel mode
assertion, so we don't want to bother with the communication or
synchronization when we're skipping the assert anyway.

Hmmm... *something* is strange here.  We've got a
restart-from-XDA-after-adding-variables case in our automatic
debug-mode tests, and it's never tripped that assert.  Let me run it
through the debugger and see if I can figure out why not.
