Forgot to mention: our tech has tried the macports with SVN option but it
also has proxy issues.  We have to put:

http-proxy-host = someserver
http-proxy-port = 8080

in our ~/.subversion/servers file, and for some reason macports doesn't
always read that file properly.  We may have a decent workaround for that,
though.
