It's hard to explain - I'm going to put some instructions on how to build
it on the Wiki.

It is not packaged with Trilinos (it's actually on GitHub here:
https://github.com/CNERG/DataTransferKit)... but what you do is essentially
add it to Trilinos as an "extra package" and then build Trilinos "with" it.

This is the the whole "Tribits" build system... mostly a product of Roscoe
Bartlett (I believe).
