OK, Once more unto the breach, dear friends…

To complement (replace?) tetgen for 3D convex hulls, I'm looking into adding 
qhull as an optional, contributed package.

The full "license" is listed below.  Thoughts on what this means for us?  

(Note I've given up on making these decisions…)
