I'm begging to think an mpi_macros might be in order to avoid the proliferation 
of ifdef's  Between versions 1 & 2 there were some simple renames that we could 
adequately handle this way.

What really got me started was looking towards MPI-3 and the nonblocking 
consensus algorithm I sent out a few months back.  I haven't even started to 
see what might be deprecated between MPI-2 and 3.
