I was about to suggest that a good middle ground would be what we do with PETSc/SLEPc/Trilinos: we don't distribute the software ourselves, just an interface to it. My suggestion is much less attractive, though, if we have our hands on a copy with a free license but it's hard to get another such copy online. My next wild suggestion: one of these days we need to figure out how to do inter-project optional (and occasionally mandatory) dependencies properly with git submodules or some such.
