The heterogenous adjoint solutions are now working correctly for both
error estimators/indicators, but still not correctly for parameter
sensitivity.  I think I understand the problem but I'm not going to
have time to fix it for at least a week.

I'm hoping to take a first crack at fixing that hp-refinement bug late
this week.  IMO having working hp-refinement would be worthy of
libMesh 1.0.0 numbering.

One of those problems is with a new feature and one is with a
long-broken half-implemented feature, though, and neither are likely
to be solidly fixed for a couple weeks, so we can toss in a couple
libmesh_not_implemented() and release right now if you want.

I'm also going to need some "all elements of the same type" iterators
for an app code next year, and I was hoping to add those to MeshBase
in a couple weeks.  This probably isn't worth holding up a release,
but I'll want to backport it into an update later.
