Everyone,
When a non-libmesh-developer submits a pull request for libMesh the
MooseBuild system requires that a developer actually "activates" the tests
before they will run. This is for security reasons so that a malicious
person can't just submit a PR with code in it that just pwns our build
boxes. MooseBuild will put a comment on the PR with the address to the
MooseBuild site where you can activate the tests.
However, you must be signed in to MooseBuild before the Activate button
will show up. The first time you Sign In to MooseBuild it will take you to
GitHub and ask you for access to your account. You will need to grant it
before you can do anything on MooseBuild (sorry, there are no finer grained
permissions on MooseBuild yet).

Anyone that is a libMesh developer can do this... however, before clicking
the Activate button you REALLY, REALLY need to read through the code
changes to make sure that the code is ok and isn't doing anything
malicious. By clicking "Activate" you're saying "I have read through the
code and it's ok to run".
Seriously - please be careful when Activating tests.
