Not auto-magically, but LibMesh may provide some helpful data
structures to you if you can come up with an algorithm to coarsen by
hand.  Basically you would start by opening up your fine mesh, and
then creating a new mesh and adding only points (and connectivity) for
a subset of the fine mesh points.

If your surface mesh is highly unstructured ... coming up with such an
algorithm may be difficult.
