No, Libmesh does not intrinsically create surface triangulations.  I
think you want something like the GNU triangulated surfaces library
(http://gts.sourceforge.net/) for that.  If the triangulated surface
was the boundary of a convex hull of points, tetgen might be able to
help you as well.  As far as solving PDEs on a 2D manifold in 3D
space: I think we _claim_ to be able to do that but I'm not sure how
recently that feature has been tested out...
