I added a default parameter to all the templates and took out the RB
changes; there's no need for us to break any more APIs than we have
to, and read_serialized_blocked_dof_objects (which shouldn't see
external use) was the only breakage that seemed unavoidable.
Since these (and the other subpatches) are low-level changes I'm going
to let them sit as pull requests for a little while in case anyone
wants to give them more testing until they hit master.
