Ben and John didn't add that feature and so won't deserve the blame when it fails to work. ;-) The answer is that the data-structure *should* now support Parmetis-based redistribution, but we don't have nearly enough testing done on that, and so I wouldn't be at all surprised if a large app manages to hit a corner case that breaks.
