Yes. Use Cygwin to download the latest Ubuntu ISO. Use Cygwin to burn it to a CD. Restart and install Ubuntu, blowing away the terrible OS that is currently infecting your computer.
Then, setup libMesh. If you follow this recipe it will save you literally thousands of hours of frustration over the next few years.
