Unfortunately, it is not currently possible to do mesh refinement with LAGRANGE_VEC (or any of the vector-valued elements). The main bits to be implemented (updated) are compute_proj_constraints, coarsened_dof_values, and periodic_constraints (if you want periodic boundary conditions). These will get updated by me eventually when it becomes a wall for me, but there's no telling when that will happen. I can help guide you in implementing this if you feel like digging into the code.
