The PointLocatorTree can fail if the point is only slightly outside the 
mesh (e.g. due to numerical tolerance issues etc). To handle this case, 
I generally enable out_of_mesh_mode and use set_close_to_point_tol(TOL). 
I typically use TOL=1.e-5, but you can set it as large as you need to.

You could try this to see if it helps for you.
