I'm not sure I understand. Do you wish to set a level and then have libMesh figure out how many times to refine? Normally for uniform refinement, you build a MeshRefinement object and tell it to uniformly refine your mesh a certain number of levels. After that, the elements will report the desired level without you setting anything. Are you asking for something different?
