There's no set date for this, but if the fix is needed for your code
there's a good chance that it will also be needed for others, and this
would make us want to get something out there quickly...

If you prefer to work with tarballs, just choose v1.4.1_branch in the left
drop down menu and then choose "Download zip" in the right drop down menu
(see linked screenshot).

This is basically the same as what you'd get if we tagged the 1.4.1 release
and manually made tarballs for it today.
