Note however the somewhat fuzzy wording "[...] unless that component
itself accompanies the executable." In Debian's interpretation, this
means they cannot ship openssl along with GPL programs linking to
openssl (without a license exception) as part of the same distribution.

Not sure whether this has any relevance for LGPL libraries...
[email protected] would be the ones to ask.
