Well, the metaphor here is throwing 500 or 1000 lb bombs into a neighborhood. I recall one especially devastating strike where they thought Saddam was in some upscale house or other. Killed a lady and some children, didn't get Saddam. When you throw a 1000 lb bomb at a house you know you're going to kill some of the neighbors.
