First we need to teach these warm fuzzy Netizens overseas that hacking, SPAM, pornography and Internet ruses are frowned upon where most civilized people congregate on the Internet. Otherwise they will never get past the majority of firewalls in this section of the country, because many offshore IP blocks are blocked by default in most sane firewalls and routers. All or most of the *bad* Internet experiences, including SPAM, hacking, and so forth, originate offshore, IMHO. First we have to make the Internet SAFE for women and small children, which it currently is NOT in its present native state. Then I'll be the first one to dash out onto the Internet welcoming Third World countries onto the Net. Of course, if you want to be a one-man reception committee, I can point a few good European web sites your way, but watch closely as your terabytes turn into dog turds. I just found a place based in the Ukraine the other day that managed to get an account on AOL and *immediately* started sending terabytes of various belated "Christmas presents" stateside. Fortunately, their account didn't last very long.
