As of nearly two weeks ago, evolving out of the horrifying events of the
last months involving the Shannon and Dylan Groene children, there are
many lips in our neighborhood that have been opened regarding Level 3
Sexual Predators and Sexual Psychopaths that have recently tried to make
our neighborhood their homes. It's hard not to miss the absentee landlords
in our neighborhood; they own the houses who sporadically have vacancy
signs and frequently are the houses which have parties that feature
debauchery and general mayhem on summer evenings. We have already dealt
with one of them, an easy mark, who happens to be on the Spokane County
School Board. Until the neighborhood intervened, nearly a year ago, he was
regularly renting to all kinds of miscreants, including drug dealers and
Level III Sex Offenders. 

Then one day he received an anonymous letter directing him to take
*immediate* steps to cease and desist his nefarious practice of renting to
unqualified tenants, with threats that if he persisted in renting to such
ilk, we would take our case to the news media. He persisted, but only as
long as it took for us to put the story of his latest tenant's past
criminal history, including *multiple* sexual offenses involving children,
on the front pages of the newspaper. Two days later, he evicted his
tenant, and has become a model citizen in our little community.

However, the story of Shannon and Dylan Groene simply has no parallel in
my memory, for based upon the latest information unfolding in this grisly
case, Joseph E. Duncan III *stalked* his victims for several days before
he killed the three adults, and kidnapped the two innocent children.
Whereupon he took the two captive children to an isolated camping area
near St. Regis, Montana where he sexually violated them both and
eventually killed the boy, disposing of the body after it had ceased to
thrill him in a shallow, unmarked grave. 

Prior to this time, my mindset regarding Level II and Level III Sex
Offenders was that it would be best to let the existing social,
administrative and legal processes handle where and how such creatures as
violent sexual predators live. However, given how things have proven
themselves over the last months, I no longer have such trust. In fact, I
have come to reserve my worst contempt for the heart and soul of any
system that would release an animal such as Joseph E. Duncan III on an
unsuspecting and trusting public. 

Behold, I have met our enemies, and they are among us. Until our enemies
are removed from our midst, until these violent sexual predators can no
longer threaten or endanger our lives, each person reading this message
could be the next victim. That simply is not acceptable, in the slightest. 

The solution, at least the solution chosen for our neighborhood of
friends, is simply that of denial-of-services, for the absentee landlords
in our neighborhood have been contact anonymously and informed what will
happen should they rent to a Level III Sexual Offender now or in the
future. Please note the definitive classification difference; this does
not currently affect other levels of sexual psycopathy, such as I or II.
Our target, for the moment, is limited to Level III only, as they pose the
greatest threat for unprovoked attack, as defined thus:

Level III sex offenders pose a high risk of re-offending. They usually
have one or more victims and may have committed prior crimes of violence.
They may not know their victims. The crime may show a manifest cruelty
toward the victims and these sex offenders usually deny or minimize their
crimes. These offenders commonly show signs of having a personality
disorder.

What will we do in the event they rent to a known Level III offender? The
only lawful tool we have at our disposal is *exposure*, and to that end,
we have begun a process of lawful identification, allowing us to learn
from public records, who the landlords are in our neighborhood. Once we
know where they are employed, even where *they* live, we can and will
expose their activities to their peers, neighbors and to the
public-at-large, as circumstances dictate. 

Unlike the public agencies have done in the past, which amounts to little
more than a half-hearted attempt at cataloguing and reporting the last
known contact with Level III Sexual Offenders, we will strenuously defend
our neighborhood by whatever means is lawful and necessary.
