1) Score points with a group of voters that want it despite it's inefficacy. 2) Point to the legislation and say "see we care about illegal immigration" The "wall" won't be built. it'll be another Big Dig sinkhole for money and means for siphoning funds to reward campaign contributors Meanwhile it won't stop anybody determined enough to go.
