The function which sets the clock on the F4 is
rcc_clock_setup_hse_3v3(...)
why the 3v3? Reading rev 8 of the manual it seems like you would set the
clock the same way at all voltages, on the L0 you can't go as fast at low
voltage but I don't see similar restrictions on the f4. Thoughts?
