My guess would be that it's because of some big difference in how Windows and other platforms handle shared libraries... OS X is pretty different from GNU in this regard, but at least they're both still Unix-like environments. The whole point of libtool, autoconf etc. is to try and hide these differences. And MSYS adds a layer on top of that to make Windows look more like the other systems do. Looks like they're not perfect!
