This is likely to be the same problem as the one reported here:
http://thaiopensource.org/development/libpqxx/ticket/36
Could you try the replacement configure script attached there? The direct
link to that is
http://thaiopensource.org/development/libpqxx/attachment/ticket/36/configure.bz2
(you'll need to uncompress the file with bzip2 first, of course).
Does that fix the problem?
